Subject: Submission to Our City Our Plan (Major Updates 2 and 3)

The below attached and referenced report and submissiondocuments my/our comments on the draft Our City Our Plan (Major Updates 2 and 3) and is made as part of the community consultation process closing on 11 November 2019.

My/our submission is based on the report by Reel Planning Urban and Rural Strategies dated 8 November 2019 and its appendices including Appendix B-Ecological Impact Assessment by Victoria Bakker of Forest Rehabilitation Ecology dated 4 November which has already delivered to council by Greg Ovenden Director of Reel Planning and Peter Janssen Solicitor and co-Ordinator of the Save Currumbin community action group on 8 November and available at this link for download. We reiterate the findings and facts stated in the Save Currumbin Report and Submission November 2019 support the recommendations made therein and set out again hereunder:

4.0  RECOMMENDATIONS FOR CHANGE                      

This submission is made on behalf of the residents of Currumbin Action Group ‘Save Currumbin’ and this document provides the basis for our recommended changes to the amendment package plus additional consequential amendments in other sections of the planning scheme, set out as follows:

  1. Apply a 12 metre and 3 storey height limit, as per a clearer wording of Building Height Overlay Map 23 and the Neighbourhood Zone Centre code, to Pacific Parade and Duringan Street and any other lots in front of the significant ridges and hills of Currumbin;
  • Introduce a provision/s which reflects the Strategic Framework and the stated purpose of the Ridges and significant hills protection overlay to strongly protect natural land forms being the cliffs, ridges and hillsides of Currumbin Hill which will have the effect of:
  • natural ground level determining the height of development being measured from the flatter, front portions of the properties along Pacific Parade and not any part of the slope or cliff of the adjoining cliffs slopes or ridges behind them;
    • excluding all development on or into the vegetated cliff of Currumbin Hill within and to the west of the Neighbourhood Centre zoned land so as protect the integrity of the hillside (in terms of stability) as well as its environmental and cultural values.
  • Maintain the current Neighbourhood zone code provision with respect to hours of operation and repeal the proposal for the late-night bar and dining precinct in Currumbin;
  • Exclude all development on or into the vegetated cliff of Currumbin Hill within and to the west of the Neighbourhood Centre Zoned allotments, so as to maintain the integrity of the visual amenity, cultural amenity and welfare of the wildlife on them.
  • Include provisions in the Neighbourhood Centre Zone code specific to development in the Pacific Parade precinct dealing with visual impact, landscape qualities, scale of development and ground level retail requirements and ensure adequate parking is provided so as not to place any burden on the already scarce number of public street car parks along Pacific Parade.
  • Amend the Environmental Significance – Vegetation Management Overlay Map to reflect the high ecological values of the vegetated cliff to the west of pacific parade.

We commend the  Save Currumbin Report and Submission Nov 2019 to the Council of the City of Gold Coast (and with respect, reference the rationale for Council doing so as soon as possible set out at this link).
